Before moving several ad groups into a shared budget, write down the result each group is asking the platform to pursue. A campaign name such as “industrial leads” is not an answer. The useful description is the configured optimisation location, goal, event and target CPA, followed by what that event actually means on the destination page.
TikTok's upgraded Smart+ creation guide, updated in October 2026, makes this a configuration question as well as a reporting question. Automatic campaign budgeting requires the ad groups to share the same optimisation location, optimisation goal, optimisation event and target CPA. Fully automated arrangements also require consistent optimisation and budget settings. These conditions matter before a marketing team starts comparing costs.
For an international team working with a Chinese manufacturer, grouping advertisements by product line or target country may be commercially convenient. It does not, by itself, make the events comparable.
A shared budget is making a particular choice
Pooling lets the system allocate spending across groups in pursuit of its configured objective. The meaning of that choice depends on the objective remaining consistent. If one group seeks a low-friction action and another seeks a more demanding action, a lower reported cost can reflect the difference in the tasks rather than a better source of prospective buyers.
Think of browsing product information, leaving contact details and submitting a technical requirement as different business actions. This does not mean TikTok offers every one of those actions as a selectable optimisation event in every account. It means the marketer should translate the actual available settings into plain business language before deciding what to combine. Start with the account's current fields rather than inventing an event taxonomy from a sales dashboard.
Even an apparently identical event name can conceal different experiences. One destination might request only an email address, while another asks the visitor to identify a model and application. Platform eligibility for a pooled configuration and commercial comparability are separate tests. Passing the configuration test does not establish that the two destinations are asking buyers to do the same amount of work.
This distinction is easy to lose in a cross-border handoff. The manufacturer may describe all submitted forms as enquiries, while a local agency reports platform events under a conversion column. Neither label tells the other party whether the visitor supplied only contact details or also a product requirement. Put that distinction beside the configured event before combining the budget.
When separate allocations are easier to interpret
The same TikTok guide retains manual ad-group budgeting, with room for different budget, bidding and optimisation arrangements. If the business tasks genuinely differ, keeping allocations separate can make the test easier to understand. The trade-off is explicit: the team must decide those allocations itself rather than expecting one pool to make a choice between unlike goals.
When settings and destination tasks are aligned, a shared campaign budget may reduce repeated allocation work. That is a reason to consider it, not evidence that every market or product deserves a common budget. Optional ad-group spend targets should also not be treated as guaranteed expenditure. A plan that needs a defined amount of exposure in each market cannot simply assume that a spend target guarantees that condition.
Creative grouping introduces another, independent question. Checking whether videos and copy form a consistent combination prevents contradictory product conditions from reaching the visitor. Budget grouping determines which event the system uses when comparing groups. Consistent assets do not fix inconsistent objectives, and aligned objectives do not correct misleading creative combinations.
After configuration, keep platform event cost and demand quality in separate columns. The event may tell the team that a defined action happened. Product fit, the substance of a requirement and whether a salesperson should continue the conversation need evidence from the actual response and subsequent work. Renaming an event “qualified lead” does not supply that evidence.
A useful decision at the end of this review is therefore specific: combine groups that are eligible and pursuing comparable actions; keep genuinely different tasks separately interpretable. Do not start with a desire for fewer campaign controls and work backwards to pretend the underlying goals are identical.
