TikTok published its seventh European Union Digital Services Act transparency report on August 31, covering January 1 through June 30, 2026. The report separates metrics across Video, LIVE, Ads, Product Listings, and Comments, while also discussing illegal-content notices, moderation decisions, and appeals. TikTok reports that automation actioned 94.1% of violating content during the period.

The company also notes that TikTok Shop launched in eight additional EU member states on June 15, so related figures cover only part of the reporting period. For a cross-border content team, the durable lesson is not one percentage. Platform decisions occur against a particular content surface, market, rule version, and observation window.

A healthy account does not make every object compliant

One topic can appear as a video, live script, advertisement, product listing, and comment reply. Each surface has different fields, context, review routes, and evidence needs. An approved ad does not prove that a product listing is acceptable. A visible video does not mean the comment section or its linked destination has no issue.

Give every content object a platform ID, surface, account, market, language, category, publication date, rule version, source material, and owner. “Account active” is an operational status, not a substitute for object-level review. Linked advertisements, landing pages, products, and creator assets should be recorded as relationships rather than hidden in notes.

Automated moderation requires appeal readiness

Large-scale automation can speed up enforcement and require a business to explain context quickly. Prepare appeal evidence before publishing, not only after a restriction. Useful records can include source files, rights scope, product facts, certification originals, translations, destination-page snapshots, intended market, age restrictions, and edit history.

An appeal should address the specific decision: which object, which rule, what facts, what evidence, and what review is requested. Emotional or generic statements are difficult to evaluate. Preserve the exact notice, decision timestamp, deadline, submission, platform response, and final state so that the team can learn from the event.

What this means for Chinese exporters

EU content operations are also evidence operations. Product parameters, qualification marks, and applicability can be shortened differently across video, listings, and ads. When a team reuses a supplier image, creator clip, customer-provided asset, or older certificate, it must know whether the permission and factual scope cover the present market, surface, and period.

The partial-period Shop expansion also matters for analysis. Markets with different activation dates do not share the same denominator. Any cross-country or month-to-month comparison should state available days and feature scope. A smaller number may reflect a shorter observation window rather than a safer content portfolio.

Action checklist

Maintain a reversible content version

Every material object should have a published version, an approved replacement, and a pause condition. If one surface is restricted, pause the affected object, check linked markets and ads, and then decide whether to edit, appeal, or withdraw. Do not assume that changing one caption corrects the destination page or other connected objects.

After review, record the restoration time and final version. This lets the team resume without expanding the incident and turns real moderation decisions into better controls. Object-level evidence, denominator notes, and reversible versions make cross-border content operations more resilient than a simple account-level green or red label.

Review the ledger by recurring cause, not only by total removals. Separate factual mismatch, rights evidence, market eligibility, prohibited wording, missing disclosure, destination-page inconsistency, and suspected automated error. For each cause, track whether the resolution was edit, withdrawal, successful review, or unresolved restriction. A monthly sample should compare the stored final asset with the platform object and linked page. This reveals documentation drift and prevents a previously corrected issue from reappearing in another surface or language.
