Google Search Central updated its European Search Dataset Licensing Program page on September 4. The page describes a dataset containing ranking, query, click and view data from Google Search in the European Economic Area. It also makes clear that access is limited to qualifying online search engines and is tied to eligibility, licensing, data segregation, access controls, logging, independent assurance and ongoing monitoring. This is not a general SEO feed that any website or agency can use. For global B2B teams, the practical lesson is broader: a search or GEO conclusion is only as trustworthy as the provenance and access boundary behind it.
Stop treating different datasets as one search truth
An exporter may use Search Console for its own property, web analytics for first-party sessions, CRM records for verified business progression, a commercial visibility platform for modeled comparisons, and manual observations for a specific search surface. Each source observes a different object. It may use a different query set, geography, device mix, refresh schedule, sampling method and identity rule.
The licensed European dataset described by Google is another category. Its existence does not expand the permissions of an ordinary advertiser, publisher or consultancy. A dashboard becomes misleading when it blends these categories without labels. A directional third-party estimate can look like an official platform count, while a personalized manual result can be presented as a stable market position.
Make the size of every claim match the scope of the data
Search Console can support statements about the verified property's reported impressions and clicks. It does not reveal a competitor's complete traffic. A third-party tool can help identify themes worth investigating, but its coverage depends on its own keyword corpus and methodology. A manual test can document what appeared for a defined location, language, device and time; it cannot establish universal visibility.
The same discipline applies to AI search observations. A citation seen once, a referral session, a crawler request and a sustained change in qualified demand are four different events. They should not be collapsed into a claim that “GEO performance improved.” The statement should identify what changed, where it was observed, during which period and what remains unknown.
Add a provenance record to every metric
A practical provenance record includes the metric name, provider, account or property, country, language, device, date range, retrieval time, collection method and known exclusions. Third-party metrics should retain the provider and product version. Manual observations should retain the exact query, surface, settings, timestamp and evidence capture. First-party metrics should link back to the page, event definition or CRM status that generated them.
When sources are joined, document the connection key, attribution window and deduplication rule. If an anonymous visit cannot be connected to a company or a later sales record, keep the state as unknown. Filling that gap with a confident narrative does not improve measurement; it only removes the evidence boundary that a decision-maker needs.
What this means for Chinese exporters
Chinese exporters often compare many markets and languages with limited local data. A single “visibility score” without country, language, provider and query coverage cannot tell the team which page, market or content gap deserves action. Clear provenance also improves supplier governance. An SEO or GEO provider should state which first-party properties it can access, which public or licensed commercial sources it uses, and which outputs are modeled.
This protects the company from acting on inflated claims of privileged search access. It also creates a fairer operating model: estimates can still be useful, but they are used as hypotheses to investigate rather than as audited business outcomes.
Action checklist
- Build a data dictionary for Search Console, analytics, CRM, visibility tools and manual AI-search observations.
- Display provider, scope, refresh time and non-comparable fields in every recurring report.
- Separate technical readiness, observed search appearance, referral activity and sales-confirmed progression.
- Ask GEO vendors to document geography, device, query coverage, update cadence and uncertainty.
- Preserve original multilingual queries instead of merging them through automatic translation alone.
- Sample one management conclusion each week and trace it back to the raw record and calculation.
Audit conclusions, not just dashboards
A useful review asks whether an analyst can reproduce a conclusion from its original source within a few minutes. If the source, calculation or limitation cannot be recovered, the conclusion should remain a hypothesis. Google's program demonstrates that search data access carries eligibility, purpose and governance obligations. Most exporters will never need that licensed dataset, but every exporter needs the simpler discipline it illustrates: know what the data can prove, know what it cannot prove, and keep that boundary visible when decisions are made.
