Your sales team has an inquiry from the company website, but the advertising team cannot find it in TikTok Leads Center. That can look like a broken integration. It may instead reflect a simpler distinction: the advertisement brought the visitor, while a different system collected the information.
TikTok's Smart+ lead-generation guidance, updated in September, lists website, Instant Form, TikTok direct messages and instant messaging applications as different destinations. A shared campaign objective does not make them a shared contact database.
The platform's separate lead-access documentation states that leads collected directly on a website are not automatically synchronized to Leads Center or Ads Manager. That is the first distinction to establish before reconnecting anything.
Follow the form, not just the traffic source
If a buyer leaves the ad and submits a form on a supplier's website, the website's form system handles that submission. Whether it then reaches an inbox or CRM depends on the configured route. The fact that TikTok supplied the visit does not establish that TikTok holds a downloadable copy of the complete inquiry.
An Instant Form uses a different collection path. TikTok's documentation describes synchronization for leads collected through Instant Forms and TikTok direct messages. Knowing which destination a campaign uses therefore determines where to begin looking.
Inspect the actual destination and submission experience. A campaign name containing “leads” is not enough. Names can survive a copied campaign or a changed landing page, while the data path has changed underneath them.
For a distributed marketing team, this is worth making explicit in the handoff. A colleague reviewing platform reports and a salesperson reviewing website inquiries can both be looking in the right place for their own task, yet expect the other system to contain information it does not receive.
A conversion event is not a full contact record
A website may send an event to an advertising platform when a form is submitted. That event can support measurement without turning the platform into the storage location for the person's full name, message and contact details.
Consequently, seeing a conversion count does not prove that a corresponding contact card is available for download. The reverse is also true: a valid website inquiry does not become invalid merely because the advertising report lacks a matching count.
Check the original submission and the measurement event separately. They may have different timing, filtering or technical conditions. Use permitted identifiers and the information actually needed for reconciliation. Copying personal information into additional systems just to make totals match is not a sound troubleshooting method.
It also helps to distinguish a form request from a sales-qualified opportunity. These are different stages, so their totals need not agree. A disagreement becomes diagnosable only after the team states what each system is counting.
Investigate the point where the expected path stops
For a website form, start with the original submission record and its page and time. Then check the next configured destination: the notification, CRM entry or assigned recipient. This turns an apparent general failure into a question about a particular step.
If the source record exists but an email did not arrive, investigate notification delivery. If the CRM holds the record but a specific salesperson cannot see it, inspect the intended assignment and access rules. Do not broaden permissions merely to make a troubleshooting view convenient.

A useful internal note can remain short: the advertisement's destination, the original storage point and the expected receiving team. It should describe the real route, not a blanket assumption that all leads live in the advertising platform.
For suppliers in China coordinating with overseas campaign managers, this can prevent unnecessary resubmission requests to buyers. Before asking a person to fill in the form again, confirm whether their original request already exists in the appropriate system. A missing platform row is not enough evidence that the buyer's information was lost.
Once the destination is understood, the remaining question becomes much clearer: did the inquiry follow its configured path? That is more useful than treating every empty list as a synchronization failure.
