The World Trade Organization published the programme for its 2026 Public Forum on September 1. The event is scheduled for September 15–17 and includes 113 sessions with a focus on trade in services. The WTO says first-day discussions will include rules-based services trade and digital services as an enabler of growth. Because the forum has not yet taken place, its programme is not a completed negotiation, a new regulation or an established market outcome. It does, however, highlight an operating reality: products, software, design, consulting, marketing and support increasingly travel across borders as service combinations that buyers must evaluate before they can touch a physical deliverable.
The less tangible the service, the more structure the buyer needs
A buyer evaluating equipment can begin with dimensions, materials, drawings and test requirements. A buyer evaluating design, software, growth or operational support depends more heavily on process, people, inputs and acceptance criteria. Generic claims such as “one-stop service” do not answer who the offer is for, what the customer must provide, how the work proceeds, what will be delivered or which outcomes remain outside the supplier's unilateral control.
A service page should reduce this ambiguity. Its job is not to make the work look effortless. Its job is to make the purchase, collaboration and review path understandable enough for a buyer to qualify the fit.
Define the service through six procurement modules
First, state eligibility and prerequisites: market, company stage, product condition and required resources. Second, list customer inputs such as account access, product information, permissions and decision owners. Third, show workflow and milestones. Fourth, name deliverables and formats. Fifth, establish responsibilities, approvals, change handling and exclusions. Sixth, define acceptance evidence such as configuration records, content inventories, training logs, test reports or a handover package.
Pricing may still depend on complexity, but the scope should not exist only in a salesperson's explanation. When the website, discovery call and proposal use the same modules, a buyer can compare offers more accurately and the delivery team receives fewer ambiguous expectations.
Digital delivery needs a data and permission contract
Cross-border digital services often involve platform accounts, customer data, third-party tools and remote collaboration. The service description or proposal should cover data categories, access method, minimum permissions, retention, market-specific requirements, third-party roles and what happens to accounts and data at exit.
If AI assists research, content, customer service or workflow automation, distinguish recommendations and drafts from human confirmation and production execution. A supplier should not treat possession of account access as unlimited authorization. Permission boundaries are both a risk control and a signal that the provider can operate inside a buyer's governance environment.
What this means for Chinese exporters
A manufacturer may export more than a physical item. Selection support, customization, installation guidance, maintenance, software, training and operations can be part of the commercial offer. Structuring these services helps an overseas buyer compare the complete solution and prevents informal advice from being confused with contracted delivery.
For professional-service firms, productized pages connect internal procedures to a buyer-facing procurement path. The content should lower uncertainty around scope, responsibility, evidence and next action. It should not promise outcomes that depend on buyer resources, platform behavior or market conditions.
Action checklist
- Select one frequently sold service and rewrite it through eligibility, inputs, workflow, deliverables, boundaries and acceptance.
- Link each deliverable to a real template or de-identified example; explain the review method when it cannot be public.
- Mark product, engineering, price, delivery and contract decisions that require an authorized human.
- Localize procurement terminology for each language instead of translating internal role names word by word.
- Ask forms for project stage, market, target buyer, existing assets and desired next step.
- Remove capability claims that do not have an owner, delivery procedure and evidence location.
Connect the public page to the delivery system
After publication, sales questionnaires, proposal scope, project tasks and acceptance forms should use the same terminology. If the website describes a step that has no owner, template or record location in delivery, the statement remains marketing copy rather than an operational capability. A quarterly review can choose one service and trace it from the public page through qualification, contract scope, task breakdown and handover evidence. That exercise reveals outdated promises and missing procedures before they become buyer disputes. Service-trade content becomes competitive when it is easy to understand, possible to deliver and straightforward to audit.
